Yes, IP Link does require the consent of all parties involved prior to establishing a communications patch. The architecture used for IP Link is peer-to-peer and allows each agency to set up and tear down a patch with any other willing agency that has a Catalyst Gateway with IP Link functionality. Each agency is a peer and there is not central switch or override.
